Clan size is set by its tier: Ghost (up to 10 members), Shadow (30), Storm (100), Mountain (300) and Moon (1,000). Each clan builds a dojo, and the dojo's research labs — Tenno, Energy, Chem, Bio and Orokin — unlock weapon and item blueprints for every member. Research costs scale with tier, which is why a small, finished Ghost clan can be a better home than a big one with empty labs.
Clans can also join an alliance, which shares a chat and dojo-to-dojo travel across several clans. For a new player the questions that matter are simple: is the research finished, and is the clan chat alive?
Moon and Mountain clans are busy — always someone in chat, constant trading — but you are one of hundreds. Ghost and Shadow clans are friend groups with a finished dojo. If you mostly want the blueprints, any clan with completed research works; if you want a group for Steel Path and Eidolons, look for a smaller clan whose members share your hours.

Not necessarily. Research costs grow with clan tier, so a small clan with finished research gives you the same blueprints as a Moon clan. Pick by activity and time zone.
Yes, you can leave and join another clan at any time. Blueprints you already bought stay yours.
